Hon. Rick Sims (Ret.) currently works as an arbitrator and mediator at JAMS in Sacramento. He is known for his faithful and intelligent application of the law, and is recognized for his balanced approach, using good humor to overcome impasse and keep parties at ease while evaluating and upholding the integrity of the matters at issue. He has specialized knowledge of commercial and residential construction law as a trial lawyer who handled complex construction disputes, including extensive experience with business and insurance disputes (breach of contract, duty to defend, indemnity obligations, licensing and unfair competition). He also gained experience on the bench in a wide variety of matters involving employment, personal injury, commercial and residential real estate, civil rights, public policy, regulatory, insurance coverage/bad faith, medical and legal malpractice and product liability disputes. Prior to joining JAMS, Justice Sims served 28 years as an Associate Justice on the Third District Court of Appeal and two years as a superior court judge in Placer County. He practiced for twelve years as a trial lawyer in San Francisco.

TITLE: How Must We Respond to Child Abuse: Institutional Interference with the Criminal Prosecution of Child Abusers
 
The allegations of sexual abuse at Penn State are similar to the Catholics Church’s response to sexual abuse of children by priests. Adults learned about abuse of children, but protected the abuser by their silence. The failure of adults to report abusers to law enforcement reflects individual moral failings as well as a structural flaw in societal response to sexual abuse. Adults who sexually abuse children are friends, not strangers. Their standing in the community gives them access to children and makes it difficult for adults to recognize the signs of an abusive relationship. In this presentation, Professor Ruth Jones will explore why a criminal justice investigation should be the primary response to allegations of sexual abuse and the formal and informal policies and practices that support institutional silence and protection of abusers.
 
Ruth Jones is a professor of law and Associate Dean for Faculty Scholarship at the University of the Pacific, McGeorge School of Law. She teaches criminal law, criminal procedure, gender and the law, and other criminal justice courses. She previously supervised students representing battered women in the McGeorge Community Legal Services clinic and was Director of the Fordham Law School’s Domestic Violence Clinic from 1994-1996. From 1990-1994, Professor Jones was a staff attorney with the NOW Legal Defense and Education Fund, where she focused on violence against women, employment discrimination, reproductive rights and gender equity in education and sports equity issues. Before joining the Fund, Professor Jones served for five years as an assistant district attorney in the New York County District Attorney's Office prosecuting domestic violence, child sexual abuse and street crimes. Professor Jones is a graduate of the University of California at Los Angeles School of Law and received her undergraduate degree from Smith College.

June Powells-Mays has served as a Deputy in the Sacramento Office of the County Counsel since 1999.  As a Deputy, she provides general legal counsel to the County, its officers, and related constituent local governmental entities in the areas of the administration of government; child protection; and land use. June began her legal career as a Staff Attorney with Legal Services for Prisoners with Children in San Francisco. Thereafter, she was employed as a Staff Attorney at Sacramento Child Advocates, Inc. June received her Doctor of Jurisprudence degree from Golden Gate University School of Law in San Francisco. She also holds a Bachelor of Arts Degree in Speech and Communication Studies from San Francisco State University and she is a graduate of San Francisco’s acclaimed Lowell High School.  June has been married for fourteen years and is the mother of an eighteen-month-old daughter. June is passionate about improving the lives of women and children in the Sacramento area and beyond. She has served on the Board of Directors for numerous non-profit organizations and she recently completed her fifth term on the Wiley Manuel Bar Association’s Board. In her spare time, she mentors African-American girls and serves as a motivational speaker at various events throughout Northern California. She also loves to travel, shop, and read.

Hon. Thadd A. Blizzard has two law degrees: a J.D. from University of the Pacific, McGeorge School of Law and an LL.M. in International Law from New York University. In addition, he has three degrees in literature: a B.A. from Claremont McKenna College, an M.A. from Claremont Graduate University, and an M.Phil. from Columbia University. At Columbia, his concentration was medieval European literature. Following his studies at Columbia, Judge Blizzard was awarded a fellowship by the German government to study law in Germany. He therefore brings together a love of both law and literature, including a strong interest in the origins of Western culture.
 
Judge Blizzard served as a judicial staff attorney for the First District Court of Appeal, and in practice became an appellate specialist, certified by the State Bar of California. Admitted to practice in both New York and California, he was for many years a partner in the Sacramento firm of Weintraub, Genshlea et al. He was appointed to the bench of the Sacramento County Superior Court in spring of 2009, and currently presides over both civil and criminal trials.

TITLE: Back to the Future – Recollections & Revelations by Past Presidents
 
Each of our Past Presidents has had unique experiences that have shaped both their personal and professional lives. Please join us to hear from three of our wonderful and accomplished Past Presidents.
 
Joan Stone was President of WLS in 1996. Ms. Stone has worked for Sacramento County Superior Court since 1990. Currently, she researches, drafts rulings, orders and decisions, and advises judges on all aspects of civil trials. Ms. Stone is originally from the United Kingdom, and in addition to having a law degree from UC Davis, she also has a Scottish law degree from the University of Edinburgh. Over the years, Ms. Stone has been involved with various bar organizations, including, but not limited to, the SCBA, Feminist Legal Services, California Women Lawyers, and the Conference of California Bar Associations.
 
Jeri Paik was President of WLS in 1986 and the Past President Liaison in 2005 and 2011. Ms. Paik has spent the last 17 years as a solo practitioner. Her practice specializes in Estate Planning, Probate and Trust law, Mediation and Dispute/Litigation matters. For the last 8 years, Ms. Paik has been named a Northern California Super Lawyer. Ms. Paik currently volunteers her time with the ABAS Law Foundation, Executive Women’s Golf Association, Asian Bar Association of Sacramento and the SCBA Diversity Hiring & Retention Committee. Ms. Paik received her J.D. from Loyola Law School. 
 
Dawn H. Cole was the President of WLS in 1991. Ms. Cole was an attorney with McDonough Holland & Allen for 28 years and retired in 2009. She specialized in Estate Planning, Trust and Probate law, and Taxation law. She actively volunteers with the Leukemia & Lymphoma Society, American Red Cross, and the Sacramento Valley Women’s Soccer League. Since retiring, Ms. Cole has been able to devote more time to playing soccer, weightlifting and cycling. Ms. Cole received her J.D. from McGeorge School of Law.

TITLE: Dispelling the Myths of Prostitution
 
Sue Huffstutler and Cindy Stinson are two of the founders of the Community Against Sexual Harm (CASH). CASH is a Sacramento community based program that provides education and peer support to women who have been victims of sexual exploitation. There are an estimated 1 million women and girls in prostitution in the U.S, most were sexually assaulted as a child, and they generally began turning tricks at the age of 14. What enables sexual exploitation, sex trafficking, and prostitution to exist is the acceptance by our society that women are sexual objects that can be bought and sold. CASH is dedicated to improving the lives of victims of sexual exploitation, sex trafficking, and prostitution, educating the community about these issues, and working towards ending sexual exploitation.
 
CASH was formed after a group of women (law enforcement officers, community activists, college professors, and former sex industry workers) recognized that incarceration was not bringing about positive change and sought to create alternatives to the cycle of arrests, re-arrests, and imprisonment. They felt women needed to be treated with dignity and respect. CASH has a strong Sacramento presence, serving primarily Oak Park. CASH runs a drop-in center three nights a week to provide a safe place for non-judgmental support. CASH received a grant from WLS this year to fund the development and implementation of surveys to learn how victims of sexual exploitation are able to make positive changes in their lives and what facilitates such changes.

TITLE:  Multifaceted Advocacy: The Current Campaign to Obtain Coverage for Autism
 
Pat Sturdevant has a long history of consumer advocacy, and one of her current projects is supporting the expansion of insurance coverage for children seeking treatment for autism.  The incidence of autism, a severe mental condition, is increasing and it can be disabling.  As Ms. Sturdevant will explain, effective, transformative treatment is available, but costly.  Insurance companies and HMOs delay, deny, and defend, against claims for treatment.  As a result, parents with sufficient monetary resources, and/or advocacy skills often obtain treatment that will enable children to be mainstreamed by first grade, while children whose parents have neither face a bleak future of being closed off from the world and institutionalization.  Ms. Sturdevant will discuss solutions to this problem, including supporting legislation that expands insurance coverage for treatment for children with this disability.

Ms.
Sturdevant is the Deputy Commissioner for Policy with the California Department of Insurance.  Prior to her appointment with the Department of Insurance, Ms. Sturdevant served as Assistant Chief Counsel for the California Department of Managed Health Care, where she handled the most complex enforcement matters for the Department, such as the litigation which declared the industry-wide practice of post-claims underwriting unlawful.  Ms. Sturdevant was formerly Executive Director and General Counsel of the National Association of Consumer Advocates in Washington, D.C and has extensive experience as a public interest lawyer.  She was winner of the Ronald M. George Public Lawyer of the Year Award for 2009.

Justice Scotland is recently retired from his position as Presiding Justice of the California Court of Appeal, Third Appellate District, a position he held for twelve years. Justice Scotland acknowledges that his career path is, in large part, the result of the perspectives and advice of a number of women who have been positive influences on his professional life and his interest in public service. He will speak on the role these women had in leading him to become a judge and a community volunteer.

Justice Scotland is a graduate of the University of the Pacific, McGeorge School of Law. After serving as a Deputy District Attorney, Sacramento County, 1974-76, California Deputy Attorney General, 1976-83, and Cabinet Secretary to the Governor, 1983-87, he was appointed a Superior Court Judge by Governor George Deukmejian in 1987. In 1989 he was appointed to the Court of Appeal for the Third Appellate District, and in 1998, was elevated to the position of Presiding Justice. In 2004, Justice Scotland was named Judge of the Year by the Sacramento County Bar Association.

Justice Scotland is also an instructor of judicial education and has served in various organizations and committees created to improve the administration of justice. In addition, Justice Scotland is very active in the community and has received numerous community service awards. He was named Humanitarian of the Year in 2002 by the Sacramento County Bar Association for his volunteer work on behalf of the Sacramento Children's Home. In 2005, he received a public service award from the American Board of Trial Advocates, Sacramento Valley Chapter. In 2007, the McGeorge School of Law, presented him with its Volunteer Leadership Award. And in 2008, Friends CARE (Children in At Risk Environments) honored him with an award for his "continued support of the children left behind."

TITLE:  The Role of Women in Remaking the California Criminal Justice System

 

Judge Larry Brown began his legal career in 1989 as a Deputy District Attorney for the Ventura County District Attorney’s Office, a position which he held for five years.  Thereafter, he served in the Eastern District of the U.S. Attorney’s Office for seven years, in a variety of leadership roles.  Judge Brown was the Deputy Executive Director of the California District Attorneys Association from 1994 to 1996, before becoming the Executive Director in 1996, a position he held until 2003.  Judge Brown was appointed to the bench by former Governor Arnold Schwarzenegger in January 2010.

 

Judge Brown came to fully appreciate the transformative role female prosecutors, allied professionals, and policymakers played in the criminal justice system during his years as head of the California District Attorneys Association.  Beginning in the 1980’s, the investigation and prosecution of crimes against women, children, the elderly, and the disabled took on greater importance due in large part to the growing number of female prosecutors.  These changes elicited modernizations in the areas of law addressing sexual assault, domestic abuse, child abuse and dependent adult abuse.  Judge Brown will speak on the key role of women in transforming the California criminal justice system to what it is today.

Ms. McLaren is the owner of McLaren Coaching and a certified performance coach, relationship coach, and leadership coach. She coaches attorneys and other professionals to create new ways to practice. As an attorney who practiced law for 16 years, she is passionate about assisting professionals to create lives that are productive, balanced and fulfilling. Her fundamental belief is that no profession (even law) has to be "hard." 
 
Ms. McLaren has worked in top law firms and other businesses, and one-on-one with professionals to help them create enriching, productive lives. Ms. McLaren presents workshops both to the public and within law firms and other businesses on issues such as communication, trust, accountability and time management. She has also written articles for a northern California legal magazine, Plaintiff, and for the California Lawyer.

Many are not aware that human trafficking is the second largest criminal industry in the world, after drug smuggling, and, it is the fastest growing. Human trafficking is not something we can ignore because it is occurring on our doorsteps. Indeed, California is among the top destinations for traffickers in the US. And, Sacramento is among 18 medium-sized US cities identified as a hub for human trafficking in the US. Please join us to hear Nilda Valmore and Elosia Rivera discuss this modern day form of slavery.
 
Nilda Valmores is the Executive Director of My Sister's House and has more than 20 years of experience working with non-profit organizations that help low-income families.  Ms. Valmores has a Masters Degree in Public Administration from Harvard University's John F. Kennedy School of Government.  Under her 7 years of leadership, My Sister's House has expanded its services, increased its number of clients of volunteers, and has earned a growing recognition of contributions to Sacramento and the Central Valley.

Eloisa Rivera is the Human Trafficking Program Manager for My Sister's House.  Ms. Rivera also volunteers as Managing Attorney for the legal program of My Sister’s House. Under Ms. Rivera’s two years of leadership, volunteer attorneys and law students have provided legal assistance to over 200 victims of domestic violence, over 1000 consultations and document preparation, and direct representation in immigration matters to victims pursuant to the Violence Against Women Act.  In her spare time, Ms. Rivera also serves on the board of Women Lawyers of Sacramento, recruiting and mentoring volunteer attorneys to provide legal assistance to victims of human trafficking.

Jocelyn Larkin is the Executive Director of the Impact Fund.  The Impact Fund is a non-profit organization which provides strategic leadership and support for litigation to achieve economic and social justice in the areas of civil rights, environmental justice, and poverty law.  The Impact Fund also serves as lead counsel, co-counsel and amicus counsel in select class action and impact litigation.  The Impact Fund is currently representing plaintiffs in Dukes v. Wal-Mart, a gender discrimination case.  On March 29, 2011, the Supreme Court of the United States will conduct a limited review of the Ninth Circuit's order upholding class certification in this case.  
 
Ms. Larkin’s practice focuses on complex employment discrimination and class action practice on behalf of plaintiffs.  She is also a frequent speaker on employment law, ethics and civil rights issues and has published many articles on employment and class action practice. She is the co-editor of the class action chapter of Lindemann & Grossman, Employment Discrimination Law, the leading treatise on employment discrimination law.  Ms. Larkin is a graduate of the University of California, San Diego (B.A. 1980), and the UCLA School of Law (J.D., 1983).

A Path to Success: Fredericka McGee, Leader, Innovator
 
Ms. McGee is currently general counsel to California State Assembly Speaker John A. Perez and served in the same capacity to former Speakers Karen Bass, Fabian Núñez and Antonio Villaraigosa. In 2006, Ms. McGee advocated for and negotiated the passage of legislation to increase diversity on the bench. As a result of her work, she was selected as one of California Lawyer's Attorney of the Year and named one of the Daily Journal's Top 100 Lawyers of 2007. In 2008, she also received the Wiley Manuel Law Foundation's Diversity on the Bench award and the Lawyer of the Year award from California Association of Black Lawyers.
 
Ms. McGee has a vast background in state politics and has served in various capacities including chief of staff to two former Assembly members and as legislative director to the Honorable Cruz Bustamante. Prior to focusing her practice on public policy, Ms. McGee practiced as a defense litigation attorney with Murtaugh, Miller, Meyer & Nelson where she handled personal injury, bankruptcy and employment cases.
 
Ms. McGee is the founding president of the Black Youth Leadership Project, Inc., a non-profit organization which offers interactive legislative and debate programs to African American high school students throughout California. She has served on the board of the Wiley Manuel Bar Association of Sacramento for several years and currently serves as its president. Ms. McGee will be giving an inspirational speech on her journey to obtain her significant positions as general counsel for four California Speakers, legislative director to Cruz Bustamante and president of the Wiley Manuel Bar Association.

TITLE: The Trials of Clara Foltz

Professor Barbara Babcock is the Judge John Crown Professor of Law at Stanford Law School. Professor Babcock was the first woman appointed to Stanford’s regular faculty, as well as the first woman to hold an endowed chair and the first emerita. Professor Babcock is a distinguished teacher, being the only four-time winner of the John Bingham Hurlbut Award for Excellence in Teaching at Stanford Law School. Professor Babcock is an expert in criminal and civil procedure. She is also known nationwide for her research into the history of women in the legal profession and, in particular, for her research into the life of California’s pioneering female lawyer and inventor of the public defender, Clara Foltz.
 
Professor Babcock is the former assistant attorney general for the Civil Division in the U.S. Department of Justice. Before joining the Stanford faculty in 1972, she served as a staff attorney and then as the first director of the Public Defender Service of the District of Columbia. Upon her graduation from Yale Law School, she clerked for Judge Henry Edgerton of the U.S. Court of Appeals for the District of Columbia Circuit, and worked for the noted criminal defense attorney, Edward Bennett Williams.

Additionally, she spent three years teaching in the Pacific McGeorge Civil Practice Clinic and supervising law students providing free legal services to people in need. Professor Davies is a recent recipient of Diversity Teacher of the Year.

 “How a rising, transnational grassroots movement led by Muslim women reading the Qur’an for themselves is taking the traditional Enlightenment values of critique and participation even further … to religion itself.”
The Enlightenment took us from a world of Empire to an Age of Reason and equality in the public sphere. But it left the private spheres of culture and religion in the Dark Ages of imposition and unreason. In an effort to embrace freedoms in the public while also demanding it in the private, individuals in the modern world are increasingly demanding change within their religious communities, bringing the observance of their faith in line with democratic norms and practices. In this talk, Professor Sunder tells of a rising, transnational grassroots movement led by Muslim women to read the Qur’an for themselves, thus taking the traditional Enlightenment values of critique and participation even further … to religion itself.

Professor Madhavi Sunder is a leading scholar in the legal regulation of culture. Her work traverses numerous legal fields, from intellectual property and cultural property to human rights law and the First Amendment. In 2006, Professor Sunder was awarded a prestigious Carnegie Corporation Scholarship to support her writing of a book on women reformers in the Muslim world, titled "The New Enlightenment: How Muslim Women are Bringing Religion Out of the Dark Ages"  
After completing her B.A. from Harvard in 1992 and earning her J.D. from Stanford in 1997, Professor Sunder clerked for Judge Harry Pregerson of the Ninth Circuit Court of Appeals and practiced law in New York City with the firm of Cleary, Gottlieb, Steen & Hamilton. In 1999, she joined the faculty of the UC Davis School of Law, where she is currently a tenured professor and teaches intellectual property, international intellectual property, property, and women's human rights. At UC Davis, Professor Sunder has been nominated for the Distinguished Teaching Award in 2001, 2002, and 2003.

Ever wonder about children in the judicial system?  Ever wonder if you could help a child navigate the judicial system?  If so, come to the WLS August luncheon featuring Bob Wilson.  Bob Wilson is the Executive Director of Sacramento Child Advocates (“SCA”).  SCA is an advocacy agency with a very lofty goal; to provide representation for every child entering the dependency court system in Sacramento County.  Currently, SCA represents 4700 children within the dependency system and it never turns down any child brought before the court.  SCA was established in Sacramento to be the child’s “voice.”  SCA does this through a unique model of using both attorneys and social workers.  Foster youth who are represented in this manner truly have a partner in designing their future, someone they can trust, someone that is always looking out for their best interests.

Jennifer Duggan is a shareholder of Porter Scott and is currently the firm’s hiring partner.  Ms. Duggan’s legal practice focuses on business, real estate and employment litigation. She also provides general preventative advice to assist clients in avoiding litigation.  Throughout her career Ms. Duggan has represented a variety of private and public entity clients in a broad range of litigation matters in both state and federal courts; particularly in the areas of employment discrimination and harassment, wrongful termination, civil rights and governmental tort liability. Ms. Duggan has also practiced in the areas of general negligence/personal injury work, auto liability, wrongful death, and ADA public accommodation and disability access law.   Ms. Duggan obtained her juris doctorate from the University of Oregon School of Law in 1996.
 
Maralee MacDonald is a principal of Boutin Gibson Di Giusto Hodell Inc. and a member of its litigation group.  Ms. MacDonald devotes much of her practice to intellectual property, real estate, officer and director liability and corporate disputes.  She has substantial experience in cases involving software and technology, trade secret misappropriation, shareholder disputes, antitrust and unfair competition claims, and commercial contracts.  Ms. MacDonald has represented bankruptcy trustees and businesses in preferential transfer actions.  Ms. MacDonald obtained her juris doctorate from the University of Wyoming in 1996.
 
Jennifer Randlett Madden is a partner of Downey Brand LLP.  Ms. Madden has extensive expertise advising and counseling local and national employers on California and federal labor and employment compliance. Ms. Madden represents both public and private employers in labor and employment litigation, including claims for wage and hour violations, unfair business practices, fraud, harassment, discrimination, wrongful termination, unfair labor practices and breach of contract. Ms. Madden is also a prolific speaker, presenting a wide variety of employment law topics to local leaders and human resource professionals.  Ms. Madden obtained her juris doctorate from the University of San Francisco School of Law in 1996.
 
Megan Lewis is a partner of Wilke, Fleury, Hoffelt, Gould, & Birney, LLP.  Ms. Lewis' practice focuses primarily on bankruptcy litigation and general business law. Ms. Lewis' bankruptcy practice includes representation of Chapter 11 debtors, representation of Chapter 7 trustees and representation of creditors. Ms. Lewis' business practice includes business litigation as well as providing general counsel to business entities.  Ms. Lewis also counsels clients regarding the Health Information Portability and Accountability Act.  Ms. Lewis obtained her juris doctorate from the University of the Pacific, McGeorge School of Law in 2002.

Join our panel of distinguished Judges as they discuss judicial careers and opportunities in California, including temporary judges, referees and administrative law judges.  
Judge Judy Holzer Hersher has served as a Sacramento County Superior Court Judge from December 2000 to the present and is the current Chair of the Temporary Judge Training and Coordination program, training and overseeing volunteer judges in various courts, such as small claims and traffic court. Before joining the bench, Judge Hersher practiced as a civil litigator for 16 years, including as a partner at Downey Brand LLP. She received the Justice Frances Newell Carr Achievement Award for Advancing the Rights of Women and Children in the Law from Women Lawyers of Sacramento in 2003, the Humanitarian of the Year Award from the Sacramento County Bar in 2000 and the Bayard Rustin Civil Rights Award from the Sacramento Area Hate Crimes Task Force in 1995. Judge Hersher earned her J.D. from U.C. Davis School of Law in 1984.
Referee Carol S. Chrisman has served as a Judicial Officer-Referee of the Sacramento County Superior Court from 1998 to the present. Her current rotation/assignment is Juvenile Delinquency. Before joining the Court, Referee Chrisman was the Executive Director and Founding CEO of Sacramento Child Advocates, Inc., a not-for-profit legal services corporation representing children in juvenile dependency and other legal proceedings. She began her legal career at Orrick, Herrington & Sutcliffe. Referee Chrisman received her J.D. from U.C. Davis School of Law in 1990 and is a member of the Order of the Coif.
Administrative Law Judge Dian Vorters has been an Administrative Law Judge with the Sacramento regional office of the Office of Administrative Hearings since August 2008. Before joining OAH, she was a prosecutor at the California Attorney General’s Office, a deputy at the Sacramento County Counsel’s Office and a deputy at the Sacramento County Public Defender’s Office. ALJ Vorters received her J.D. from U.C. Davis School of Law in 1998.

Are you thinking about making a career change? Do you wish you could influence the direction California is going? Have you ever had a desire to become involved in politics? Are you simply curious about how a political appointee is chosen? Are you craving Lucca’s chicken risotto? If you answered yes to any of these questions, or just love supporting WLS, come hear from John Cruz, Governor Schwarzenegger’s Appointments Secretary. As the Appointments Secretary, Mr. Cruz is responsible for setting guidelines for evaluating resumes, conducting interviews and background checks and representing the Governor at public forums which provide opportunities to recruit candidates for appointment. Mr. Cruz will walk us through the appointment process and answer any questions we have about it.
 
Prior to being appointed to his current position, Mr. Cruz served as a commissioner on the California Gambling Control Commission (CGCC) from 2005-2007. He has been licensed to practice law in California since 1979 and specialized in real estate, business and transactional law. In 1992, Mr. Cruz founded the law firm of Daehnke & Cruz, where he practiced until becoming a commissioner for CGCC. Previous to that, he served as an associate and as of counsel with several law firms located in Southern California, as well as having his own private practice.

Mr. Cruz is and has been an active member of his community in a variety of civic endeavors. From 2002 to 2007, he served as an appointed member to the Federal Service Impasses Panel, where he worked to resolve impasses between federal agencies and unions representing federal employees. In addition, Mr. Cruz is a former officer and trustee for the Orange County Hispanic Bar Association and previously served as a member of the Orange County Sheriff's Department Technical Reserve Program. Currently, he is a co-founding and active member of Hispanic 100 and also serves on the Santa Ana Education Foundation Board of Directors.

Join Sacramento Bee Publisher Cheryl Dell as she discusses the Bee, its challenges going forward and its place in our community.

Cheryl Dell was named publisher of The Sacramento Bee on April 14, 2008. Previously, Ms. Dell served as publisher of the Tacoma News Tribune and the Tri-City Herald in Kennewick, Washington.

For 152 years The Sacramento Bee has had a legacy of public service journalism and in bringing accountability to the institutions that serve our communities. Daily newspapers have always been the watchdog for the communities they serve. The Sacramento Bee has a history of quality journalism that includes five Pulitzer prizes and they regularly receive local, state and national recognition for quality journalism. With an audience that exceeds one million readers, The Bee is the largest media in the Sacramento region.

Ms. Dell serves as Secretary of the executive committee of Sacramento Area Commerce and Trade Organization (SACTO) which is the Sacramento region’s leading facilitator of economic development. She sits on the board of directors of Valley Vision, an “action tank” dedicated to securing the social, environmental and economic health of the Sacramento Region, and is a member of The Salvation Army Advisory Board of Sacramento. Also, Ms. Dell serves on the board for the Inland Press Association and as chair of Inland’s Sales and Marketing Committee. She is also a member of the Rotary Club of Sacramento.

Ms. Dell has held a variety of newspaper management positions in California, Texas and Washington over her career. Ms. Dell is a native of Modesto, California, and a graduate of California State University, Sacramento, with a degree in communications.

TITLE: “Virginia Stephens Coker: Breaking Barriers as California’s First African American Women Lawyer”

Need a little inspiration to get through these rainy days? If so, come hear Windie Scott tell the story of Virginia Stephens Coker, the first African American woman admitted to the California bar in 1929. Ms. Coker graduated from Boalt Hall and spent the majority of her career in civil service, working for the State Office of the Legislative Counsel.

Similar to Ms. Cocker, Ms. Scott has broken barriers in the legal profession. Ms. Scott was the only African American woman in her law school class. She was also the first African American woman to be president of the Sacramento County Bar Association, president of Women Lawyers of Sacramento, and to represent District Two on the executive committee of the State Bar Conference of Delegates.

Ms. Scott also shares in common with Ms. Coker a long and distinguished career in the public sector. Ms. Scott is currently the Chief Deputy Director of the California Department of Fair Employment and Housing. She was the Deputy State Controller under Steve Westley and has served as Chief Counsel for a number of state agencies.

In addition to her work in the public sector, Ms. Scott mentors young women from poor neighborhoods in Sacramento, helps high school students and Alpha Kappa Alpha Sorority debutantes understand and interpret black poets, and assists in Black History Week activities. Ms. Scott has been recognized with numerous awards for her community service and leadership. For example, she has been named an “African American woman who has made a difference,” “mover and shaker,” “Outstanding Woman of the Year,” and one of the “100 most influential blacks in Sacramento.” In 2000, Ms. Scott was named SCBA’s “Distinguished Attorney” and she has been included among King Hall’s “distinguished alumna.” Ms. Scott received her J.D. from the U.C. Davis School of Law.

Marcia L. Augsburger is a shareholder at McDonough Holland & Allen PC, and head of the firm’s health care practice group. Ms. Augsburger’s practice includes a broad range of civil litigation matters and transactional work and counseling, in all aspects of health care law affecting providers, health plans, insurance companies, agents, brokers, other fiduciaries, and employers. Ms. Augsburger handles class action lawsuits and other complex business litigation, as well as federal and state regulatory compliance and licensing work for insurance companies and Knox Keene Health Plans, brokers, and others. Ms. Augsburger also counsels clients on coverage and reimbursement issues, fiduciary duties, joint venture arrangements, partnerships, and employee benefits, including Health Savings Accounts and wellness programs.

In addition to her client work, Ms. Augsburger is an arbitrator for the American Health Lawyers Association Alternative Dispute Resolution Service, has been a guest lecturer at the U.C. Davis School of Law, and has conducted seminars on complex litigation, women in the law, consumer directed health care and wellness programs, civil discovery, and other legal and business subjects. She also heads the firm’s wellness program. Ms. Augsburger received her J.D. from the U.C. Davis School of Law.
